Division of constructional monuments and historically protected areas

Division of constructional monuments and historically protected areas:
 

•  performs the tasks of a methodic office for state monument care in the region, carries out professional expert services especially for state administration and owners of cultural monuments and buildings in historically protected areas
   
• secures professional and methodic activities concerning immovable monuments and their parts, preserving historic environments, historical reservations, zones, and protected areas
   
• prepares professional documentation for state administrative bodies entrusted with the execution of historical monument care, and coordinates the professional activities of the institute with its respective administrative units
   
• oversees the process of securing complete care of the historical monument fund in the given region and provides owners and state organs with solutions for removing defects from cultural monuments towards which the institute exercises the right of management, and offers this assistance to the department of administration and renovation of historical structures under the care of NIPCMS ČB and the departments of administration and maintenance of individual structures
   
• carries out professional supervision during the realization of repair, modification, maintenance, and conservation of immovable monuments (hereafter „conservation and renovation“), assures appropriate professional documentation prior to the commencement of conservation and renovation of monuments as well as during and after such activities, at the same time respecting the coordinational function for the department of historical monument research and monitoring for world heritage monuments, the division of archeological monuments, division of landscapes, historical gardens and parks, and the division of evidence and documentation
   
• cooperates with the department of administration and renovation of historical structures in the administration of the institute and with individual historical structures during the renovation and maintenance of cultural monuments towards which the institute exercises the right of management, while acquiring the appropriate research, conceptualization, studies, and project documentation, especially assisting in the selection of appropriate projectors, researchers, and suppliers
   
• observes, proposes, and evaluates technological methods of cultural monument repair, including the observance and evaluation of the materials used
   
• in cooperation with the department of evidence and documentation, issues statements towards the requests of the declaration of movable and immovable items as cultural monuments, prepares its own proposals for such declarations while respecting the coordinational role of the department of evidence and documentation, cooperates in the selection of items designated as cultural monuments
   
• carries out conceptual and operational activities directed towards the salvage of endangered cultural monuments, prepares documentation for the List of Most Endangered and Unused Immovable Monuments (structures) in the district
   
• participates in methodical, coordinational, organizational, and evaluative activities of the preparation and realization programs of the Czech Ministry of Culture in the sphere of historical monument care
   
• participates in methodical, coordinational, organizational, and evaluative activities of the preparation and realization programs of the District Offices of the South Bohemian District in the sphere of historical monument care
   
• participates in the presentation and popularization of historical monument care in individual counties, offers assistance to towns with expanded spheres of activity during the methodic process of conservational and media activities and during cooperation with local civic initiatives which are developing their activities in the sphere of cultural heritage protection and preservation
   
• prepares concepts of regional historical protection, proposals to declare municipal and village historical reservations and zones, proposals to declare historically protected areas, carries out inspections, revisions, and digitalizations of previously-declared historical reservations, zones, and historically protected areas.
  
   

Department of constructional monuments

• secures professional methodic activities and services for historical areas
   
• prepares professional statements regarding the modification, conservation, maintenance, change, and repair of cultural architectural and constructional monuments, properties, and lands in historical reservations, zones, and protected areas
   
• participates in the negotiations of the creation of preparatory and project documentation of the renovation of immovable cultural monuments or buildings, constructional changes, or maintenance work on properties according to preceding paragraphs, issues statements towards all degrees of project documentation. Provides all necessary documentation, information, and professional assistance during such negotiations

• secures art-historical service, seeks out and prepares archival documentation as a basis for professional opinion while using sources from archives, museums, galleries, and information bases of professional literature, cooperates with the department of historical monument research and world heritage monument monitoring as well as the department of evidence and documentation
   
• participates in organizational and coordinational efforts during the preparation and realization of the Program of Regeneration of Municipal Historical Reservations and Zones
   

• participates in methodic, coordinational, organizational, and evaluative process during the preparation and realization of grant programs of the South Bohemian District Office in the sphere of historical monument care
  
   

Department of folk architecture and specific types of immovable monuments 
 

• secures professional methodic activities and services concerning the care of architectural, constructional, and other cultural monuments in individual areas of the region
   
• prepares professional statements towards the modification, conservation, maintenance, change, and repair of architectural and constructional cultural monuments including properties and land in historical reservations, zones, and protected areas
   
• participates in negotiating in-process preparatory and project documentation of the renovation of immovable cultural monuments or structures, constructional changes or maintenance work on properties according to the previous article and issues statements to all levels of project documentation. Provides necessary background, information, and professional assistance during such negotiations
   
• for professional statements and establishing concepts of cultural monument renovation, i.e. for documentational purposes, prepares special historical research and professional documentation, as per need requests them from the division of historical research and cultural heritage monitoring and the division of evidence and documentation, or secures external research from specialists. In certain cases specifies the need for other special, esp. laboratory research and others. Findings are entrusted to the department of documentation for archivization
   
• participates in organizational and coordinational activities during the preparation and realization „Architectural Heritage Rescue Program“, „Village, Zone, and Landscape Zone Historical Reservation Care Program“, and „Roof Rescue Program“
   

• participates in methodic, coordinational, organizational, and evaluative activities during the preparation and realization of grant projects of the South Bohemian District Offices in the historical monument sector
   
• assures a specialized professional agenda for the sector of folk architectural monuments
   
• participates in and secures a professional agenda concerning immovable technical cultural monuments

• compiles and evaluates findings, experiences, and information on historical and contemporary technologies and materials for the repair and restoration of cultural monuments

• oversees technical methods of the protection of cultural monuments including methods of temporary repair, static securing, protection of material from disintegration and devaluation and applies principles of preventive protection of cultural monuments

Department of land planning

• prepares a Principle Plan of historical protection and evaluation of territorial municipal historical reservations and municipal historical zones

• advocates a policy of preserving the values of historic urbanism into municipal ground plans

• carries out or secures research and evaluations of historical areas and coordinates proposals for their ground protection

• prepares proposals for the declaration of protected areas and protected zones and follows their subsequent protective regime

• prepares professional statements towards individual phases of negotiation of land-planning documentation, or provides materials for such statements methodically participates in the preparation and realization of the Program of Regeneration of Municipal Historical Reservations and Zones
